Michael Woods (Paul Walker) despite numerous attempts on his life, is able to get to the courthouse and deliver the audio testimony of murdered reporter Rachel Shabangu (Naima McLean) about how the Chief of Police, Ben Rhodes, is the leader of a sex trafficking ring. However in the process, he is shot by Detective Smith (Gys de Villiers), a corrupt cop who had been trying to suppress the information for Rhodes.

At the end of the film, via radio broadcast we learn that Woods survives his gunshot and is declared a hero by the Johannesburg government. It is also implied that Woods will be able to reconcile with his ex-wife. Rhodes and several high officials are arrested for their part in the trafficking ring.
