Deterrence
(1999)
The president (Kevin Pollak) orders the drop of a nuclear bomb on Bagdad, which is done. As threatened, Iraq launches 23 nuclear missiles as retaliation. 18 missiles are successfully intercepted, but 5 of them hit their targets - but don't explode. In a speech, the president reveals that the US had sold bogus nuclear bombs to Iraq through France years ago.
